Why did free agent signees choose the Tampa Bay Buccaneers?

In one of the weirdest offseason maneuvers, the Buccaneers cut their existing punter Bryan Anger and signed the younger Pinion to a four-year deal. In his introductory press conference, he was asked the obligatory question: why Tampa Bay?
"“Why not Tampa? I grew up training around here… coming back to this area was huge for me.” (via Buccaneers.com)"
Pinion stated that in the offseason, him and his family live in South Carolina, so being able to be close to home and his family all year round was a lure of signing in Tampa Bay. Not to mention the weather, as Pinion stated, “Humidity makes the ball fly further.”
When asked about any familiarity with the current players on the roster, Pinion stated that he had reached out to kicker Cairo Santos and the two planned to start golfing soon in order to build rapport. In addition, Pinion says that the reputation that he has heard around the league played into his decision:

Finally, Pinion stated that he knows Amos Jones, the assistant special teams coordinator pretty well, and is excited to work with him and the other coaches on the staff in Tampa Bay.
