3. Surround Tom Brady with the pass-catchers possible 

The Bucs had one of the best and deepest pass-catching groups in the NFL in 2019. Mike Evans and Chris Godwin were unstoppable, Breshad Perriman dominated the league for the final month of the season, the tight ends were generally consistent, and the depth pieces showed up when called upon.

There was some shakeup to the room with the departure of Breshad Perriman, and the rumors have started to swirl that the Bucs could look to trade tight end O.J. Howard away. Because of this, Tampa Bay has to come up with a plan to keep Tom Brady supplied with sufficient targets.

For starters, the Bucs have to either let Scotty Miller step into the WR3 role, which he could likely handle, or draft a speedster to pair up with Godwin and Evans. Either one of these works, but even if Miller does take over, the Bucs will still have to find depth in the draft.

Tampa Bay will also have to figure out what they are going to do with O.J. Howard. Howard has struggled to produce at his expected level, but trading him away for pennies on the dollar seems like a bad decision.

There have been unconfirmed rumors that Rob Gronkowski would be receptive to a reunion with his former quarterback, and this could push the Bucs to pull the trigger on the Howard trade.

If Tampa Bay decides to keep Howard on the roster, which would probably be the smart decision, his role needs to expand. Everyone has seen how tight ends flourish in an offense with Tom Brady and O.J. Howard has the skillset to excel if the Buccaneers give him more opportunities.
