The Buccaneers have plenty of receivers already
Justin Watson has a very long road ahead to making the final roster. With six starting-caliber receivers on the roster, including recent draft pick Jaelon Darden, Watson’s best bet of making the final roster is as the seventh guy.
Most NFL teams don’t carry seven wide receivers, especially when the seventh guy has failed to pop as a receiver for the majority of his time in the league, so the odds are already stacked against Watson making the team, even with the expanded unit.
Watson’s likely best bet to make the final roster is to do so on special teams, but at this point in his career, the Bucs have better options for this role. Watson was never a major contributor in this aspect of the game, and Tampa may decide that some of the recent rookie draft picks would make better sense here.
After waiting for so long to see Watson pop, moving on at this point feels like a waste, but there are very few options for the Bucs. They already have numerous pass-catchers that are much better options spread throughout the roster, and taking a younger name would likely give them a better future option that could grow into a role.
